Alaska first implemented Constitutional Carry in 2003 when Governor Frank Murkowski rescinded the requirement of owning a conceal carry permit in order to conceal carry a firearm. 

Constitutional Carry applies to residents and non-residents of the state. 

The only requirements for carry are; being 16+ to open carry and being 21+ to conceal carry.
